Owners association terms

Version 1In force since 15/10/2026

1. Scope

These terms govern the owners association section: registering the association, the register of owners and residents, joining, dues and collection, finance, preliminary voting and proposals, and delegation on a unit. They are read with the general terms.

2. The Platform's role

Qitaat gives owners associations tools for organisation, management and communication. It does not replace the competent official bodies and platforms that register associations and approve their decisions under the Law of Ownership, Subdivision and Management of Real Estate Units and its regulations.

3. Registering the association and its manager

  1. The association manager applies for registration with its requirements (such as the registration number, its certificate and the appointment minutes), and the verification team reviews it.
  2. The named manager has view-only permission until their appointment document is approved, or until the Platform approves them by a recorded decision.
  3. The manager and their delegate must act within their permissions and the association's decisions, and must not use the association for personal purposes.

4. Owners, residents and joining

  1. An owner joins by a request approved by the manager, by title deed after it is checked, or by an invitation link. Verification by ownership document is optional, though some perks require it.
  2. A unit is one unit however many owners it has, and there are no ownership shares on the Platform.
  3. An owner may delegate a registered person on their unit alone, to view or to report, and the delegation ends when the owner's holding ends or when it is withdrawn.
  4. Reading a title deed with the smart agent is a suggestion the owner confirms, and check alerts may refer the request to the verification team.

5. Dues and finance

  1. A unit's dues are divided equally among its owners or residents according to the fee frequency the association adopts.
  2. Dues are collected through the payment gateway or recorded as paid externally with proof, and the association is responsible for the accuracy of what it records.
  3. The Platform is not a statutory collection body and is not responsible for an owner's refusal to pay.

6. Preliminary voting and proposals

  1. Voting, proposals and discussions on the Platform are advisory and help the association learn the owners' views.
  2. A formal general assembly decision is taken through the competent official bodies and platforms, and is recorded on the Platform as a confirmed formal decision where a particular tool requires it (such as signing a contract above the delegate's limit, or terminating one).
  3. A unit's vote belongs to its verified owner or its authorised tenant, and its weight is divided equally among its verified owners.

7. Requests and contracts in the association's name

The association may request offers and contract for maintenance and packages; anything above the delegate's limit needs a formal decision naming the contract. The terms of the relevant sections apply.

8. Owners' privacy

The manager and delegate see the owners register and their contact details for managing the association only, and may not use them for anything else or share them. The association does not see an individual member's use of membership perks.

9. Invitations

The Platform sends joining invitations by text message or email within its limits, and the recipient may stop them after verifying their contact method, after which none reach them from anyone. WhatsApp messages are sent from the manager's own device and at the manager's responsibility.
